Answer = Yes
The easiest way is to err ... umm ... err ... noob hack the game ... ssshhhh ... don't tell no one.
You will need to open the console by pressing [~] at the menu screen and enter "con_restricted 0" before starting the game, then you should be able to change the suit/cloak drain/recharge values via the console when you start the game.
I can't remember the exact wording of the one you need to change but it will be something like
g_SuitCloakEnergyDrain = ??
Take note of the original value incase you ever wish to change it back to normal.
Change the value to = 0
That should give you basically unlimited cloak time, unless you shoot while cloaked or do something that would normally make your cloak automatically turn off.
The exact spelling of the commands can be obtained by typing the first part into the console, eg. "g_" and pressing TAB
All commands are 100% case sensitive if there is an uppercase letter in the command string you need to type it as an uppercase letter or the command will not be recognised and will not do anything.
Use the page up and page down keys to scroll through the console screen as some of the command listings are quite long.
You can change quite a few of the game settings this way, and if you click create game to host a multiplayer server locally, some but not all of the server settings can be changed in this manner also for shits and giggles.
Like for example increasing the strength scale so when you punch a tank it goes flying and goes into orbit never to return, this can also be used to punch any vehicle into the sky, quickly enter the vehicle as you punch it for one heck of a ride, make sure to bring along your parachute.
Like for example increasing the speed scale so you can run faster, much faster or just juice it up to greater than lightspeed where impact or collision with any object of any kind will most certainly kill you and leave a skid mark the whole length of the map.
Putting yourself into God Mode so you can not die.
Making the AI much much more difficult to get anywhere near let alone get past them un-noticed, forget Delta difficulty... you can increase the AI so far that it should be called Super Mega Bullshit mode.
