My 30 Gbit/day limit is only for uploads. We have unlimited downloads.

a limit on uploads but not downloads is kinda odd but ok.

They are worried someone will use their high speed upload ability to host a server without paying them their "commercial" fees instead of the much much cheaper "consumer" fees. The difference being a static IP address, but imagine you are paying $200 USD more for just the same IP. With Dynamic DNS who cares... So if you look at it from this point of view you should be able to understand the reasoning.
